Paragon ID supports the digital transformation of international driving permits in France

The Sub‑Directorate for Road Education and Driving Licences (la sous-direction de l’éducation routière et du permis de conduire - ERPC, Fr.) part of the Road Safety Delegation of the French Ministry of the Interior, has entrusted Paragon ID with the deployment and operation of a new system for issuing international driving permits (IDP) also known as international driving licence. This initiative represents an important step in the digitalisation of public services and aims to make access to this document simpler and faster for citizens.

Until recently, applications for international driving permits relied largely on manual procedures. Applicants had to send a physical photograph and a stamped return envelope for the production and delivery of the document. This process often resulted in long processing times.

A fully digital process for applicants

The new system introduces a fully digital application process. Applicants now submit their request online. They upload their supporting documents in digital format, provide an e‑photo and pay directly on the France Titres (ANTS) platform via the secure payment gateway of Paragon ID’s partner Lyra.

The infrastructure deployed meets high standards of security and data protection. The solution relies on Paragon ID’s ISO 27001‑certified environments to secure sensitive data. Payments are processed through the Lyra payment service, which complies with PCI DSS standards, the international benchmark for payment transaction security.

Once the administration validates an application, the data is securely transmitted to Paragon ID. The company then manages the entire production process. The international driving permit and its accompanying letter are personalised at Paragon ID’s facilities before being dispatched to the applicant by tracked mail.

Paragon ID also transmits production and dispatch tracking information to the driving licence management systems and to the France Titres (ANTS) portal, allowing applicants to track the progress of their request online.

 

Modernising administrative procedures is essential to improving the service provided to citizens. This new system simplifies the process while keeping costs under control and significantly reducing delivery times for international driving permits.

About the International Driving Permit (IDP)

The international driving permit is an official document that allows individuals to drive in certain foreign countries in addition to their national driving licence. It is generally required outside the European Union, particularly in destinations such as the United States, Japan, Australia, as well as some countries in Africa and Asia, where local authorities require an official translation of the licence. This document does not replace the original licence, which must always be presented alongside it. In France, the application can be made free of charge online via the ANTS website.
